The Romanian Atomic Forum ("Romatom"), welcomes the elaboration of the project of energy strategy of Romania 2018-2030, with the perspective of 2050 and expresses its satisfaction on how the proposed document is the subject of a transparent public consultation and exchange process with the industry, industrial associations, NGO and media organizations.

As an association of the nuclear industry in Romania, affiliated with the European Nuclear Industry Forum, Romatom sent to the Ministry of Energy a series of proposals and comments on the project of the strategy, within the public consultation process, proposals that have the proper reflection of the factors with potential impact on the development of nuclear energy in Romania, correlated with the needs of energy, as follows, as follows:

  1. Considering that large nuclear infrastructure projects involve the engagement of several authorized institutions and factors, Romatom recommends that, at a subsequent stage, an institutional to draw the concrete framework for supporting investments, capital attraction, developing balanced mechanisms on the energy market for energy sources with low carbon emissions.

 

  1. Correlation of the strategy in the energy field with other strategies already adopted in related fields and support, mentioning, such as the strategies regarding research and development, the medium and long term for radioactive waste management, intelligence specialization, competitiveness, regional development, etc., to maximize its efficiency and to ensure the necessary resources, including human resources, the implementation of the national energy strategy.

 

  1. In the context of sustainable economic growth, Romatom considers it necessary to include concrete measures in strategy to support and develop horizontal nuclear industry in Romania, giving the industry a long -term perspective.This maintains the interest of companies to certify in this field and to develop products and services specific to nuclear projects, but also the interest of young people to follow a career in the nuclear industry.Many of the horizontal industries fall into the leading technologies group, generate added value above the average of the economy and have the potential to train other industries on the value added chain.
  2. As for the field of research, Romatom wants to emphasize the importance of orientation to the applied part of the domain (technological development and innovation), as well as Increasing the role of research from university centers, according to European strategies and policies.Applicative research is the area that contributes in the short term to increasing competitiveness.In order to facilitate the technological development and long-term innovation, to access European funds, we consider it necessary in a subsequent phase to develop a strategic approach regarding the energy technologies considered during the period after 2030, but which must be addressed and foreshadowed, together with the measures to support them, since 2018-2030. The project of the generation demonstrator IV Alfred Developed in international cooperation of RATE-ICN Pitesti represents a potential for technological development of Romania.

 

"The horizontal nuclear industry in Romania can provide a significant number of jobs, estimated at 19,000 at the time of implementing the project 3 and 4 from Cernavoda CNE, largely with high qualification, which must be an objective of the national energy strategy, including identifying the instruments possible to be promoted for the retention of this workforce," said Gheorgiu, "Romatom.

 

Romatom believes that the above proposals and comments are mostly applicable to the entire industry and research from the Romanian energy, Romatom being at the disposal of the Ministry of Energy for further clarifications and developments of the subjects presented, considering that it is necessary to attract all the industrial and professional associations in the completion of the "Energy Strategy of Romania 2018-2030".
