The Romanian Atomic Forum ("Romatom"), the Nuclear Industry Association in Romania, expresses its disagreement regarding the statements of ANRE President, Nicolae Havrileț.These statements are in contradiction with the primordial role of ANRE - the regulation and ensuring a legal and non -discriminatory legal framework applicable to the entire energy sector.
Invited to the conference "Professionals in Energy", as president of ANRE, an institution of the Romanian state with a well -defined role in the energy sector, Nicolae Havrileț adopted a discriminatory position towards the nuclear energy sector, qualifying nuclear energy as "very dangerous"And"Very expensive”If nuclear energy has the future then we don't”, The statement exceeding the legal framework in which ANRE operates.
The statements of the ANRE President, discriminatory and incorrect, violate the provisions ”Code of ethical and professional conduct of staff and members of the regulatory committee in ANRE", Referring among others only to Art. 5, point b) Professionalism, point c) impartiality and non-discrimination and d) independence.
Some details regarding the regulation of the nuclear domain:
- In Romania, there are national authorities, competent in the nuclear field, which exercises the regulatory, authorization and control attributions provided by the law on nuclear security and safety - the National Commission for the Control of Nuclear Activities.
- The Cernavoda power plant has no less than 53 notices and operating permits issued under the law of different national and local authorities.
- The nuclear industry is subject to nuclear security inspections and evaluations by international bodies such as: International Agency for Atomic Energy and Euratom, the World Organization of Nuclear Power Operators (Wano).
- These internal and international bodies, through the independent evaluations, frequently, confirmed the level of excellence at which the Cernavoda nuclearoelectric power plant operates, its two units being classified among the first nuclear units in the world.
Regarding the assertion that nuclear energy is ”Very expensive”, we want to specify only that nuclear energy is the source that ANRE uses for the formation of energy basket for the market regulated segment, in order to maintain a stable price for the final consumer, the nuclear energy being a cheap source. The mention of the costs of decommissioning of the installations at the end of the lifespan as an element with a major impact on the energy price produced by the Cernavoda power plant is totally wrong. Nuclearelectrica is the only producer in Romania that has internalized its cost of final radioactive waste decommissioning and storage, contributing 2 €/MWh to the fund constituted for this purpose and managed by the nuclear agency and for radioactive waste.
In the case of Romania, the nuclear energy produced by the two units from the Cernavoda nuclearoelectric power station (CNE), provides approx.18% of the electricity consumed in Romania, contributing to the reduction of carbon dioxide emissions by approx.12,000,000 tonnes CO2/year, which would otherwise occur by burning fossil fuels.In Romania, greenhouse emissions have the highest weight in the energy sector (34%), and all the carbon emissions in the national economy are approx.three times higher than the average of the European Union.
Dubbing the nuclear capacity to Cernavoda CNE, by making two new Candu 6 nuclear reactors, will contribute substantially, along with renewable energy and other sources with low carbon emissions, to reaching and maintaining decarbonization targets in the context of future long -term development of Romania, as well as to the increase of energy at national level.
Romatom accepts and is open to dialogue and confrontations of opinions on the subject of various forms of electricity production, including through nuclear processes, but we express concern for the non -professional and non -ethically adopted behavior by the representative of a regulatory authority, with attributions precisely defined by law.The expression of partisan, discriminatory and technically and economically incorrect positions, brings great desserts to the Romanian energy sector.
We believe that it is the interest of the entire energy industry to rally at the Romatom position, such defreeding can be precedent in the future and for other energy sources.
