The Romanian Atomic Forum Romatom organized with the support of the Publication of Energy-Center.ro on October 19, 2016 at the Intercontinental Hotel, Conference:"Human resources The biggest challenge for current and future projects in the nuclear field."
The conference has proposed to create a connection and cooperation bridge between the national nuclear industry, the specialized education and the legislative forum, with a clear objective: attracting, training and maintaining in Romania the specialists in the field.
The program of the Conference included 2 sections: the first dedicated to the requirements and requirements of the nuclear industry in Romania regarding the human resources, during which topics such as: the specific activity in the nuclear field and the main developed projects or in the pre-project stage (ELI-NP, the generation IV Alfred reactor, CERNAVODA CNE,For the high qualified workforce in the nuclear industry, the transfer of knowledge and the exchange between generations of specialists, the measures applied by the Romatom members to attract and maintain the high qualified personnel.The first section was moderated by Alexandru Moldovan (Energy-Center) and had interventions from Mrs. Corina Popescu, state secretary within the Ministry of Energy, Mrs. Daniela Lulache, general director of SN Nuclearelectrica SA, Mr. Rodin Traicu, Senator and Mr. Ioan Rotaru, president of Romatom.
A number of factors affect the retention of the specialized high staff: on the one hand is the salary, which according to Mrs. Daniela Lulache's statements represents the reason for 80% of the specialists Cernavoda and on the other hand the quality of life and finding a value in the work done.The necessity of joint support by the Romanian members of some legislative changes, especially in Ordinance 26, which will allow the increase of salaries based on a meritocratic system, is outlined.It is also necessary to create and maintain a direct and operational link between industry and profile faculties.
The second section of the conference was focused on the role of Romanian education and the legislature in ensuring the necessary labor force of the Romanian nuclear sector, with the participation of representatives of the main universities in the nuclear field: George Darie, Vice-Rector of the Polytechnic University of Bucharest, Dumitru Chirlesan, Rector of the University of Pitesti,Ovidius University, Roland Predescu, senior counselor within the Ministry of National Education and Scientific Research, with the further participation of President Romatom, Ioan Rotaru, Mr. Rodin Traicu but also of Mr. Dan Popescu, general secretary of the nuclear agency and for radioactive waste.
The discussions have focused on the training of students, the creation of highly specialized educational programs in partnership with industry companies to provide unique training to students, solutions for improving cooperation between industry and education (granting scholarships, organizing ideas, internship programs) but also on the problems with which the financing is facing andthe necessary technical equipment.The representatives of the profile universities have stated their availability for the creation and implementation of educational programs targeted on the human resources needs, considering that a more direct and punctual involvement of the industry is necessary in order to obtain a generation of well-trained and motivated students to work in the nuclear field.
In order to outline the current needs and possibilities of the nuclear industry, the Romatom president proposed the realization of a map of human resources to be constantly updated and to serve as a tool and basis both in relation to the academic environment and to the legislative forum.
The participants appreciated the conference as a first step and a start of the road in improving the cooperation between the nuclear industry, the academic environment and the legislative forum with possibilities for extending discussions and developing common measures and programs at Romatom.
