At the United Nations Conference for Climate Change (COP26), US Secretary for Energy, Jennifer M. Granholm and Romanian Energy Minister Virgil Popescu announced that today Nuscale Power and Nuclearelectrica have signed an agreement to advance the implementation of the innovative technology of small modular reactors.As a result of this partnership, Romania has the potential to use for the first time in Europe the first small modular reactors and to become a catalyst for the development of SMR in the region, but also a basis for ensuring the operation of this new technology in other states.

The partnership between Nuscale Power, whose small modular reactors are the first and the only ones that hold the approval of the US Regulatory Commission, and Nuclearelectrica, is concluded at an essential time given that global decision makers are to urgently accelerate the transition to clean energy sources.The discussions at the signing ceremony highlighted this call for action and emphasized the way in which Nuscale SMR technology can support international climatic objectives, reduce the major impact of climatic changes and contribute to global prosperity.
Within this agreement, Nuscale will support Nuclearelectrica in evaluating this technology and, together, the two companies will adopt the measures for the development of a 6 -modules, 462 MWe, earlier in the 2027/2028.A 6 -module nuscal power plant will generate 193 permanent jobs, 1500 jobs during the construction, 2300 jobs in manufacturing and will avoid the release of 4 million tonnes of CO2 per year.
“According to the national plan in the field of energy and climate change (PNISC), Romania aims to reduce CO2 emissions by 55% by 2030 and the dependence on imports from 20.8%, currently, to 17.8% in 2030. Specifically, the partnership establishes the following important steps for nuclearelectric and nuscal in developing a nuclear, safe, financially accessible CO2 nuclear technology, with an emphasis on the locations of the central coal.Will support the National Plan for the Resilization and Resility of the Government of Romania to remove 4.59 GWE Coal capacity until 2032. By changing the purpose of charcoal, nuclear and nuscal power the communities and the workforce to participate in the transition to clean energy sources and, at the same time, to continue to provide local economic benefits.The partnership serves as a catalyst for the implementation of SMR in other states in the region of the 3 seas that are in the process of decarbonation.
This agreement follows a memorandum of agreement signed between Nuclearelectrica and Nuscale in 2019 to evaluate the development, licensing and construction of Nuscale SMR technology.The new partnership advances the commitment to facilitate the implementation of Nuscale SMR technology in Romania.
In August 2020, the Nuscale project entered history as the first and only SMR project approved by the US Regulatory Commission, a crucial step in the construction and implementation of SMR technology.The company has a solid program for the marketing of SMR technology, including the development of the supply chain, standardized projects, planning of delivery activities and commissioning plans.
