ROMATOM at WNE Paris 2025: Strategic Partnerships, Joint Message Ahead of COP30, and High-Level Institutional & Commercial Dialogue

Paris, 7 November 2025 ROMATOM – the Romanian Atomic Forum concluded its participation at the World Nuclear Exhibition (WNE) 2025 with substantial results for the Romanian nuclear industry:

  • strengthening bilateral cooperation with the United Kingdom through the signing of a Memorandum of Understanding (MoU),
  • joining — alongside 17 trade associations and international organizations — a joint declaration ahead of COP30 to triple global nuclear capacity by 2050,
  • a series of institutional meetings and technical discussions with traditional partners and new players on the global market

The WNE event took place at Paris-Nord Villepinte between 4–6 November 2025. For the first time, ROMATOM participated with a pavilion sponsored by the Romanian Agency for Investment and Foreign Trade (ARICE).

1) Strengthening ROMATOM – NIA (UK) Cooperation

On the sidelines of WNE, on 4 November, ROMATOM and the Nuclear Industry Association (NIA) signed a a Memorandum of Understanding (MoU) that opens an expanded collaboration agenda between the nuclear industries of Romania and the United Kingdom. The document covers: nuclear reactor projects based on fission, fusion research, decommissioning and waste management, medical applications through radioisotopes, research & development projects across the full spectrum of technologies in Romania, the UK, and international markets.

“Romania and the United Kingdom share a commitment to clean and reliable nuclear energy, a pillar of energy security. Today’s agreement lays the foundation for practical cooperation — interconnecting supply chains, accelerating innovation and training — generating concrete benefits in both countries.” — Corina TruicăChair of the ROMATOM Board of Directors

2) International Joint Declaration Ahead of COP30

ROMATOM joined a coalition of 17 nuclear industry associations, initiated by GIFEN and coordinated with the World Nuclear Association, to send a message to decision-makers: maintaining the objective of tripling global nuclear capacity by 2050, safely extending the lifetime of existing nuclear plants, launching new projects (large reactors, SMRs/AMRs), strengthening the entire fuel cycle, enabling financing through stable public policies and adequate market mechanisms. The declaration highlights nuclear energy as a robust, low-carbon solution, essential for energy security, deep decarbonization, and for preserving industrial capabilities and value chains in Europe and globally.

In the presence of Ms. Monique Barbut, the French Minister for Ecological Transition, the signing took place in Paris during WNE 2025, as part of an international mobilization in which 32 countries already use nuclear energy, and over 30 more are assessing it for the future. The stated objective: reconfirming the role of nuclear energy in fighting climate change, supporting security of supply through a CO₂-free source, maintaining skills and value chains, and encouraging innovation and solutions adapted to territorial needs.

3) Institutional and Diplomatic Dialogue

  • Visit of the Japanese Delegation: ROMATOM engaged in a substantive exchange on industrial cooperation, standard interoperability, skills development, and prospects for shared supply chains in nuclear projects in Romania and the region.
  • Official Meetings: ROMATOM hosted the visit of the Romanian Ambassador to France, together with Mr. Cristian Bușoi, Secretary of State responsible for the nuclear projects portfolio. Discussions focused on supporting strategic projects, dialogue with French authorities, and facilitating industrial partnerships.
  • Multilateral Meetings: The ROMATOM pavilion hosted multilateral discussions between Romania, Canada, and states interested in CANDU technology.

4) Visit of the European Parliament Delegation

ROMATOM welcomed a delegation of Members of the European Parliament led by Christophe Grudler, including members of the EP Nuclear Energy Intergroup and the European Economic and Social Committee. The meeting reflected the sustained interest of parliamentarians in the central role of nuclear energy in climate protection and strengthening the EU’s energy sovereignty, with emphasis on European industrial added value and the full sectoral value chain.

  • “ROMATOM is represented in Paris by the nuclear operator Nuclearelectrica and nine companies from the supply chain. Our members are here to translate into reality the vision of European representatives — your vision.

We hope this vision will evaluate each available technology based on the benefits it brings to the population, and that we will thus observe CO₂ reductions as a direct consequence. Nuclear energy is a safe, affordable, zero-emissions technology. A simplified, harmonized, innovation-friendly legislative and regulatory framework is needed across Europe. Only then can a 150-GW fleet with a high degree of local production be built, offering the continent secure and affordable energy whenever needed, regardless of environmental or geopolitical conditions.”

5) Exploratory Discussions with Traditional and New Partners

Throughout the exhibition, ROMATOM held technical and commercial sessions with European and international companies, targeting: • Romanian industry participation in major projects (large reactors and SMRs), • production localization, • technology transfer, • professional training, • quality assurance and qualification, • financing mechanisms compatible with the specific requirements of nuclear projects.
